The
operation of the machine in the event that it is needed (someone's heart
has stopped) is self explanatory as upon opening the case, spoken
instructions on what to do can be heard loud and clear. A pictorial image
showing the stages involved in operation of the machine has been posted in
the cabinet in the old telephone kiosk but for information, it is also
posted here [click on link under image to download]. It should be pointed out that the
machine WILL NOT operate in the event that it detects a heartbeat. Here is
a link to a training video. After use, return the machine to the telephone box and contact a member of the Parish Council (for details see under Parish Council) in order that the requisite record of its use can be made and the necessary replacement consumables can be purchased. Wanted - Sam Connoly Police are seeking the public’s help to trace a 24-year-old man from Torbay. Sam Connolly was previously convicted of aggravated vehicle taking without owner’s consent and is now wanted on recall to prison. Numerous enquiries have been made by police to locate him and we are now appealing to the public for information about his whereabouts and to report any sightings. Connolly is believed to be in the Torbay area but has other links in the UK. He is described as white, 5ft 10ins tall, of a medium build and may or not be clean shaven. Anyone who sees Sam Connolly or knows of his whereabouts is asked to contact police via 101@dc.police.uk or by calling 101 quoting Crime number CR/40692/18. Courier Fraud The National Fraud Intelligence Bureau has identified an increasing number of reports submitted to Action Fraud from the public concerning courier fraud. Fraudsters are contacting victims by telephone and purporting to be a police officer or bank official. To substantiate this claim, the caller might be able to confirm some easily obtainable basic details about the victim such as their full name and address. They may also offer a telephone number for the victim to call to check that they are genuine; this number is not genuine and simply redirects to the fraudster who pretends to be a different person. After some trust has been established, the fraudster will then, for example, suggest; - Some money has been removed from a victim’s bank account and staff at their local bank branch are responsible. - Suspects have already been arrested but the “police” need money for evidence. - A business such as a jewellers or currency exchange is operating fraudulently and they require assistance to help secure evidence. Victims are then asked to cooperate in an investigation by attending their bank and withdrawing money, withdrawing foreign currency from an exchange or purchasing an expensive item to hand over to a courier for examination who will also be a fraudster. Again, to reassure the victim, a safe word might be communicated to the victim so the courier appears genuine. At the time of handover, unsuspecting victims are promised the money they’ve handed over or spent will be reimbursed but in reality there is no further contact and the money is never seen again. Protect Yourself Your bank or the police will never: - Phone and ask you for your PIN or full banking password. - Ask you to withdraw money to hand over to them for safe-keeping, or send someone to your home to collect cash, PIN, cards or cheque books if you are a victim of fraud. Don’t assume an email or phone call is authentic just because someone knows your basic details (such as your name and address or even your mother’s maiden name), it doesn’t mean they are genuine. Be mindful of who you trust – criminals may try and trick you into their confidence by telling you that you’ve been a victim of fraud Stay in control- if something feels wrong then it is usually right to question it. TSB Phishing Attacks There has been a sharp rise in fraudsters sending out fake text messages (smishing) and phishing emails claiming to be from TSB. The increase in the number of reports corresponds with the timing of TSB’s computer system update, which resulted in 1.9 million users being locked out of their accounts. Opportunistic fraudsters are using TSB’s system issue to target people with this type of fraud. Fraudsters are commonly using text messages as a way to defraud unsuspecting victims out of money. Known as smishing, this involves the victim receiving a text message purporting to be from TSB. The message requests that the recipient clicks onto a website link that leads to a phishing website designed to steal online banking details. Although text messages are currently the most common delivery method, similar communications have been reported with fraudsters using email and telephone to defraud individuals. Protect Yourself: - Don’t assume an email or text is authentic: - Always question uninvited approaches in case it’s a scam. Phone numbers and email addresses can be spoofed, so always contact the company directly via a known email or phone number (such as the one on the back of your bank card). Clicking on links/files Don’t be tricked into giving a fraudster access to your personal or financial details. Never automatically click on a link in an unexpected text or email. Remember, a genuine bank will never contact you out of the blue to ask for your full PIN or password. Scam Information We would like to make you aware of the following scam. As we are unable to inform the public about all of the scams in circulation we ask for you to visit the action fraud website to see the information on scams in circulation www.actionfraud.police.uk. Missed call/ text from unknown number scam: Fraudster sends a text message or leaves a voicemail/missed call on the victim’s phone. The victim then calls/texts back and is unwittingly connected to a premium rate service which can cost up to £15 per call. What should you do if you’ve been a victim of mobile phone fraud? Tell your mobile phone provider. Inform PhonepayPlus (www.phonepayplus.org.uk), which regulates premium numbers and has statutory powers to stop mobile phone frauds and fine the offenders. Magazine Advertisement Debt Alert
Victims receive a telephone call from someone purporting to be a bailiff enforcing a court judgement, attempting to recover funds for a non-existent debt. The fraudsters state the debt originates from the victim not paying a magazine advertisement subscription. A variety of magazine names and publishers are being used by the fraudsters, who also commonly use the names of certified Bailiff Enforcement Agents such “Scott Davis”, “Stephen King” and “Mark Taylor”. These are names of certified Bailiff Enforcement Agents employed by debt enforcement companies. The fraudsters request that the debt be repaid by bank transfer. If the victim refuses, they threaten to visit the victim’s home or place of work to recover the debt that is owed. Once the money has been transferred, victims are not provided with receipt details of the payment or contact details. Later when victims make enquiries, they’ll discover that the debt did not exist, and often that no advertisement was placed. This type of fraud is nationwide. Since 2017, there have been 52 Action Fraud Reports relating to this fraud. From the reports received, there are a range of different businesses and individuals being targeted. Protection Advice: 1. Listen to your instinct: just because someone knows your basic details, such as your name and address, it doesn’t mean they are genuine. 2. Stay in control: always question cold callers: always contact the companies directly using a known email or phone number. 3. Don’t be rushed or pressured into making a decision: a legitimate company will be prepared to wait whilst you verify information. Waste and Recycling Services Chris Dobbs, TDC's Service Improvement Officer writes: As part of the Council’s changes to waste and recycling services across the district, residents are being asked to subscribe to an optional garden waste collection service. The new service starts on 4 June but residents can register on-line for the new service from Sunday 1 April. Residents who are unable to register and pay on-line will be able to ring the Council for assistance from Tuesday 3 April (after the Easter Bank Holiday) - 01237 428700 (and select Option 3). This is part of the Council’s changes to its waste and recycling services from 4 June (including weekly food waste collections and fortnightly black bag collections). Next month residents should look out for an envelope in the post which will be sent by the Council containing any changes to their collection dates and full advice on what can be recycled and how. The Council’s waste and recycling team will also be visiting many parishes across our district during the next few months to give yourselves and the public an opportunity to discuss the changes taking place. Hele Lane closure - from 14 May 2018 Fiona Fox, Estates Administrator and Coordinator for South West Water writes: South West Water needs to provide new connections to a property or properties in Frithelstockstone. We are therefore required to connect a service pipe to our water main in a field in Frithelstockstone which I believe is used for recreational purposes. A notice has been sent to the owner of the field accordingly. [ie the entrance to our Playing Field.] This work will be carried out from 14th May 2018. The meters for this new connection will be located in a verge which we believe forms part of the Highway. It is apparent that this has been well looked after by the local community. Weather warning from the Highway Operations
Control Centre Manager Our Snow Warden Terry Warrington has forwarded this message for circulation. Hugh Griffith writes: I wanted to keep you informed of what we are looking at over the weekend and in to the start of next week with regards to winter issues. This morning we have had numerous reports of ice on the gritting network across the County, mainly ‘B’ roads because of run off which is still prevalent even after 2 dry days. Road surface temperatures remained cold throughout the rush hour. Over the weekend we are going to see temperatures drop further before we may see snow falling to all levels with accumulations. Because of this we will be treating all secondary routes on Sunday morning with 20gm² to prepare for next week. Exceptional cold/significant wind chill AND possibility of snow from next Monday 26 February. At the moment, no weather warnings have been issued for SW England. Firstly, although cold now, it is going to turn even colder next week, and could turn out to be the coldest spell we have had for a number of years. Temperatures will remain below or around freezing on some days with severe frosts overnight, with temperatures as low as minus 7 or 8 Celsius, especially over hills and moors. Plus there will be marked and significant wind chill all the time outside in the bitter, raw, Siberian wind blowing in from the east. There is now a Level 3 - Cold Weather Action in force for SW England with a 99 per cent probability of severe cold weather, icy conditions and heavy snow between 0900 on Friday 23 Feb and 0800 on Thursday 01 Mar. This weather could increase the health risks to vulnerable patients and disrupt the delivery of services. Plus please be aware that this extreme cold and significant wind chill could have impacts on homeless people and agriculture, especially for those farmers involved in lambing. Secondly, essentially dry this weekend, but a possibility of snow from Monday. For Monday, Tuesday and Wednesday, currently just a few snowflakes are forecast to be blowing in the wind, but towards the end of next week – at this stage – there is signal of a very low risk of more significant snow. Beware - fake police vehicles A white van harrased a local resident in a VW Passat as she drove through Frithelstockstone from Monkliegh by driving too close behind for some distnace. Horn sounded and lights flashed before the driver overtook and stopped in front of the Passat. He got out and threatened some action but the lady drove on past him. Just beware in case he acts in a similar fashion to others. This report, and similar ones have also appeared in Devon Live - Police advice on what to do if you are threatened. Jobs Advanced Fee Fraud The National Fraud Intelligence Bureau (NFIB) and Action Fraud have recently noticed that Fraudsters have been setting up fake adverts on social media (including Facebook, Instagram and WhatsApp) and job browsing websites to dupe people into believing they are recruiting for prospective models. Once victims show interest in the job, the fraudsters contact potential victims on the false promise of a modelling career and subsequently advise the victims to come in for a test shoot. Frithelstock Playing Field – Great News! The Playing Field will soon benefit from a new piece of equipment – An in-ground trampoline ! Following a long-term campaign by the Playing Field Committee, the selection of new equipment was made from the results of a local Frithelstock vote held some time ago. Since then the Committee has been hard at work applying for a grant from the Big Lottery Fund, the effort has finally paid off and an Award for £10,000 has been made to Frithelstock Parish Council for the purchase of the equipment. Particular thanks must go to Julian Carrington who drew up the application. The tendering process has started and the current timescale is to have the new trampoline installed in Spring (no pun intended) 2018. |

More scams Police are warning the public to be aware of online scams and false online links. This follows an incident recently whereby a 14 year old had an alert pop up on their mobile phone informing them that the phone had been hacked and they needed to phone the 'Apple Support' number. The number provided was 0800 680 0156 - this is NOT APPLE SUPPORT so please do not contact this number. Following this, a number of links to pornographic websites were sent out, which is obviously distressing for such a young individual. Therefore, please do not click on any links that you have not requested or are sure are safe and do not call any numbers as directed. Instead phone Apple support directly on their official number which can be found on their website. If you have fallen foul of this, then ensure that you clear your browser history, log out of any active sessions on any social media sites and change all passwords for sites and email addresses. Holsworthy Motor Club The Holsworthy Motor Club is holding its 'Roger Pole Taw & Torridge Classic Reliability Trial' on Sunday 17 September. An event that has been running for the last 32 years. The event starts a 60 mile route at the Clovelly Visitors Centre and finishing at The Old Cattle Market at Stibb Cross. The route includes 17 sections where we compete off the roads. The first vehicle will arrive on the A388 from Monkleigh at about 14.10hrs and turn right to go towards Tythecott and Hembury Castle. Having climbed steep muddy tracks in the woods at Hembury they will continue to Thornhilhead to compete at Silklands. They return to the finish at about 16.00hrs There should be about 80 motorcycles and cars taking part. We will have consulted all households who may be affected and trust that we shall cause no nuisance to anyone. Fraudsters are advertising for vehicles and
machinery Fraudsters have been advertising vehicles and machinery for sale on various selling platforms online. The victims, after communicating via email with the fraudster, will receive a bogus email which purports to be from an established escrow provider (a third party who will keep the payment until the buying and selling parties are both happy with the deal). These emails are designed to persuade victims to pay upfront, via bank transfer, before visiting the seller to collect the goods. The emails also claim that the buyer (victim) has a cooling off period to reclaim the payment if they change their mind. This gives victims the false sense of security that their money is being looked after by this trustworthy third party, when in fact it is not and the money has gone straight to the fraudster. Protect yourself: - When making a large purchase such as a new car or machinery, always meet the seller face to face first and ask to see the goods before transferring any money. - If you receive a suspicious email asking for payment, check for spelling, grammar, or any other errors, and check who sent the email. If in doubt, check feedback online by searching the associated phone numbers or email addresses of the seller. - Contact the third party the fraudsters are purporting to be using to make the transaction. They should be able to confirm whether the email you have received is legitimate or not. - False adverts often offer vehicles or machinery for sale well below market value to entice potential victims; always be cautious. If it looks too good to be true then it probably is. Latest scam in Torridge area -Telephone
Preference Service Please be aware of a new phone scam hitting the Torridge area. An unsolicited phone call is received purporting to be from the TPS (Telephone Preference Service) asking if the recipient wishes to continue using the service and renew for a further period. The caller is very pleasant & friendly, and appears to know some of the receiver’s personal information such as phone number and address. Many of our members do use TPS and when they say that they wish to continue the caller tries to trick you into divulging your banking details. Obviously, these are not required by TPS and you should terminate the call immediately. The scam has been reported to ActionFraud, but we do not yet know the phone number where these call are coming from. Fraud Intelligence Bureau) Wedding Services Fraud With the upcoming 'Wedding Season', and for those individuals who are considering making plans for next year and beyond, you should be aware of the potential risks of fraud involved. According to ‘bridesmagazine.co.uk’, in 2017 the average wedding cost spend is approximately £30,111. This will be paid out to multiple vendors, including; photographers, caterers, reception venues and travel companies, to name a few. Many of these services will require booking at least several months in advance and you may be obliged to pay a deposit or even the full balance at the time. Being aware of the potential risks and following the below prevention advice could minimise the likelihood of fraud: Paying by Credit Card will provide you with protection under Section 75 of the Consumer Credit Act, for purchases above £100 and below £30,000. This means that even if a Company goes into liquidation before your big day, you could claim a refund through your Credit Card Company. Social Media - Some Companies run their businesses entirely via social media sites, offering low cost services. Whilst many are genuine, some may not be insured or may even be fraudulent. There are a few things you can do to protect yourself: - Ensure you obtain a physical address and contact details for the vendor and verify this information. - Should you experience any problems, you will then be able to make a complaint to Trading Standards or consider pursuing via the Small Claims Court. - Ensure you obtain a contract before paying money for services. Make certain you fully read and understand what you are signing and note the terms of cancellation. - Consider purchasing Wedding Insurance - policies vary in cover and can be purchased up to two years in advance. They can protect you from events that would not be covered under the Consumer Credit Act. - Complete research on each vendor, ensuring you are dealing with a bona fide person or company. Explore the internet for reviews and ratings and ask the vendor to provide details of past clients you can speak to. You should do this even if using companies recommended by a trustworthy friend or source. - For services such as wedding photographers, beware of websites using fake images. Look for inconsistencies in style; Meet the photographer in person and ask to view sample albums. If you like an image from a wedding, ask to view the photographs taken of the whole event so you can see the overall quality. Remember, if something appears too good to be true, it probably is! Smishing Fraud Alert Smishing – the term used for SMS phishing – is an activity which enables criminals to steal victims’ money or identity, or both, as a result of a response to a text message. Smishing uses your mobile phone (either a smartphone or traditional non-internet connected handset) to manipulate innocent people into taking various actions which can lead to being defrauded. The National Fraud Intelligence Bureau has received information that fraudsters are targeting victims via text message, purporting to be from their credit card provider, stating a transaction has been approved on their credit card. The text message further states to confirm if the transaction is genuine by replying ‘Y’ for Yes or ‘N’ for No. Through this method the fraudster would receive confirmation of the victim’s active telephone number and would be able to engage further by asking for the victim’s credit card details, CVV number (the three digits on the back of your bank card) and/or other personal information. Protect yourself: - Always check the validity of the text message by contacting your credit card provider through the number provided at the back of the card or on the credit card/bank statement. - Beware of cold calls purporting to be from banks and/or credit card providers. - If the phone call from the bank seems suspicious, hang up the phone and wait for 10 minutes before calling the bank back. Again, refer to the number at the back of the card or on the bank statement in order to contact your bank. UK threat level raised to 'critical' Devon and Cornwall Police have issued this alert: Deputy Chief Constable James Vaughan said: “As part of the ongoing investigations into the terrorist incident in Manchester on Monday night; the Prime Minister has announced that the independent Joint Terrorism Analysis Centre (JTAC) have raised the UK threat level from ‘severe’ to ‘critical’. As a result of this decision Operation Temperer will now be activated, alongside other established and tested plans, meaning that military personnel may now be deployed onto the streets under police command and control. Locations for deployment are agreed at a national level and, at this stage, there are no plans for deployment in Devon, Cornwall and the Isles of Scilly. “Although we have no information to suggest any specific additional risk to Devon, Cornwall or the Isles of Scilly, we would urge the public to keep alert and not alarmed, and to support us in keeping our region safe by keeping an eye out for anything that seems out of place, unusual or doesn’t seem to fit with day to day life. “If anyone sees anything suspicious that they believe may be related to terrorism, they can report this to the Anti-Terrorist Hotline on 0800 789321 or call 999. “It is important to stress that Operation Temperer and the raising of the threat level are both nationally agreed and affect the whole country, they are not specific to Devon and Cornwall. Microsoft Tech-Support Scammers using WannaCry
attack to lure victims Devon and Cornwall Police have isuued this alert: Action Fraud has received the first reports of Tech-Support scammers claiming to be from Microsoft who are taking advantage of the global WannaCry ransomware attack. One victim fell for the scam after calling a ‘help’ number advertised on a pop up window. The window which wouldn’t close said the victim had been affected by WannaCry Ransomware. The victim granted the fraudsters remote access to their PC after being convinced there wasn’t sufficient anti-virus protection. The fraudsters then installed Windows Malicious Software Removal Tool, which is actually free and took £320 as payment. It is important to remember that Microsoft’s error and warning messages on your PC will never include a phone number. Additionally Microsoft will never proactively reach out to you to provide unsolicited PC or technical support. Any communication they have with you must be initiated by you. How to protect yourself - Don't call numbers from pop-up messages. - Never allow remote access to your computer. - Always be wary of unsolicited calls. If you’re unsure of a caller’s identity, hang up. - Never divulge passwords or pin numbers. - Microsoft or someone on their behalf will never call you. - If you believe you have already been a victim Get your computer checked for any additional programmes or software that may have been installed. Public urged to remain vigilant after
Manchester attack Devon and Cornwall Police have issued this reminder: Communities across Devon and Cornwall are being urged to remain alert and vigilant following the terrorist attack in Manchester last night (Monday 22 May). There is no specific intelligence to suggest any additional threat local to Devon and Cornwall or any risk to our communities locally. However the threat level for the country remains severe. TDC - telephones service temporary fault Today 17 May, Harry Roper, TDC's Corporate Services & Communications Officer writes: 'We are currently experiencing a number of ongoing faults with our telephone lines. While engineers are working on a solution customers can still call 01237 428700 if they need to talk to the Council but delays may be experienced. Engineers are currently working on the problem and while some functionality has been restored call quality is very poor and may not connect on every occasion. We are unable to provide an estimated time of resolution but understand from the engineers that repairs may take several days to complete. We are therefore asking customers to only contact the Council if their need is urgent and cannot wait. Some outgoing lines are also affected and we are working with contractors to resolve these issues as well. We apologise for the inconvenience this will inevitably cause but the problems are outside of the Councils control. Email is unaffected at present. |

Be on guard Action Fraud (National Fraud Intelligence Bureau) have issued the following warning: There has been a series of recent incidents reported to Action Fraud where a lone fraudster has approached victims whom they believe to be unfamiliar with the local area. They make an excuse to talk to the victims such as enquiring about directions or offering a recommendation for a good hotel. After this interaction, several other fraudsters will intervene purporting to be police officers in plain clothes and will sometimes present false identification as proof. The fake officers will then give a reason to examine the victims’ wallet, purse or personal items. They may also examine the first fraudster’s items or try to tell victims that the first fraudster is suspicious in order to gain victim trust and appear more realistic in their guise. After all the fake police ‘checks’ are finished, victims have then reported being handed back their personal items only to later realise that a quantity of money or valuables were missing. How to protect yourself: If an individual claims to be a police officer ask for their name and rank, force, and examine any identification presented; this is always good practice but especially important if they are not wearing a uniform. - The Police will never ask for your passwords or PIN details. Alert issued by Devon and Cornwall Alert. Wonga has confirmed a data breach where up to 250,000 accounts have been compromised. The incident is now being investigated by the police and has been reported to the Financial Conduct Authority. Wonga has updated their website with further information and confirmed that they are contacting all those affected and are taking steps to protect them, but there are also some things you can do to keep your information secure. Here’s what you can do to make yourself safer: If any of your financial details were compromised, notify your bank or card company as soon as possible. Review your financial statements regularly for any unusual activity. Criminals can use personal data obtained from a data breach to commit identity fraud. Consider using credit reference agencies, such as Experian or Equifax, to regularly monitor your credit file for unusual activity. Be suspicious of any unsolicited calls, emails or texts, even if it appears to be from a company you know of. Protection Regulation as follows: updated measures to protect poultry
against Avian Flu All poultry in England are to be allowed outside from Thursday 13 April 2017 following updated evidence on the risk posed by wild birds, the UK’s Chief Veterinary Officer has announced. The requirement to keep poultry in Higher Risk Areas of England housed or completely enclosed in netting, introduced to minimise the risk of them catching avian flu from wild birds, will be lifted. However, all keepers in England will continue to be required to comply with strict biosecurity measures. A ban on poultry gatherings also remains in force until further notice. The decision to lift the additional requirements in the Higher Risk Areas is based on the latest scientific evidence and veterinary advice, which concludes that the level of risk to poultry in these areas has now reduced to the same level as that across the rest of England. This is because of changes in the wild bird population: the majority of over-wintering migratory birds have now left the UK, and resident wild waterfowl are at their lowest levels and entering the breeding season when they become less likely to move long distances to forage for food. The risk of poultry becoming infected from H5N8 remains heightened and countries across Europe continue to experience outbreaks and observe cases in wild birds. Defra is stepping up surveillance of wild birds across the UK to inform our risk assessments. All poultry keepers must continue to take steps to reduce the risk to their birds, including minimising movement in and out of bird enclosures, cleaning footwear, keeping areas where birds live clean and tidy and feeding birds indoors. A very realistic email is received, which purports to be from the Police and is headed up ‘Notice of Intended Prosecution (NIP)’. It will go on to give brief details about a speeding violation or some other traffic offence and will ask you to click on a link to access the full details. If you are sure that you or another family member are not involved, then DO NOT CLICK on the link. The link will probably infect your computer with malware. Even if you are uncertain about the stated violation it is better to check first by contacting the Police independently, via 101 or email, quoting the references given in the original scam email, to get confirmation. Suspected scams should be reported using the www.actionfraud.police.uk site which has an easy to follow reporting link and you will also be able to forward the scam email. |

from Police, Community Messaging Officer, Devon & Cornwall Residents are asked to exercise caution when receiving calls purported to be from your or another Bank. Police received a report of a member of the public being phoned by a bank to report £400 had been stolen from their account. The caller stated they would receive £400 on top of the recovered monies providing they first withdrew £2000 and purchased £2,000 of iTUNE Gift Cards. The caller even told them to tell shop or bank staff “It’s presents for the grandchildren” They were told another person would call back requesting the serial numbers of the iTUNE cards and also to scratch off the foil on the rear to reveal a smaller number. Both sets of numbers would then allow the caller to purchase goods to the value of £2000. The phone number used was 01424 758899, which is registered to Hastings in Sussex, both the callers were described as female and very polite and convincing. Bureau) Payment diversion alert Fraudsters are emailing members of the public who are expecting to make a payment for property repairs. The fraudsters will purport to be a tradesman who has recently completed work at the property and use a similar email address to that of the genuine tradesman. They will ask for funds to be transferred via bank transfer. Once payment is made the victims of the scam soon realise they have been deceived when the genuine tradesman requests payment for their services. Protect yourself - Always check the email address is exactly the same as previous correspondence with the genuine contact. - For any request of payment via email verify the validity of the request with a phone call to the person who carried out the work. - Check the email for spelling and grammar as these signs can indicate that the email is not genuine. - Payments via bank transfer offer no financial protection; consider using alternative methods such as a credit card or PayPal which offer protection and an avenue for recompense. Fake Bank
Letter Lloyds customers should be on the lookout for a new sophisticated fraud that involves fraudsters sending fake bank letters. The convincing letters being sent are a replica template from Lloyds and include their logo, address and signature from a customer service representative. The letter tells recipients that there have been some 'unusual transactions' on their personal account and asks them to call a number highlighted in bold to confirm they are genuine. When victims call the number, an automated welcome message is played and the caller is asked to enter their card number, account number and sort code followed by their date of birth. Victims are then instructed to enter the first and last digit of their security number. The fraud was spotted by the Daily Telegraph who was alerted to it by a reader who had three identical letters sent to an office address. On separate occasions the Daily Telegraph ran some tests using fake details and were passed to fraudsters who claimed to be from a Lloyds contact centre. The bank has confirmed that the phone number and letters are fake. The letters are essentially a sophisticated phishing attempt and serves as a warning to consumers to question written correspondence from their banks. HM Revenue and Customs The Neighbourhood Policing Team at Torridge would like you to be aware of the following scam. Scammers are telephoning members of the public claiming to be from HM Revenue and Customs and are threatening prosecution unless an alleged outstanding debt is paid. It is no surprise that there are NO outstanding sums. The telephone number shown to have made the call is 02033 896949. People's Post Code Lottery Scam Police have received a report of a letter purporting to be from the People's postcode Lottery. The letter sent to a resident in Torrington told of them winning an substantial amount and gave Serial numbers to tickets bearing their name and giving contact details. If you are a member of the Peoples Postcode Lottery, Do Not Be Fooled. If you receive such a letter, there are indications on the letter that do show it is a scam. Do not ring any of the numbers given on the letter or give any personal, banking or card details. If you are unsure as to the authenticity to letters of this nature, go to your local Police Station for assistance in confirming a scam. |

warning - a new telephone scam Police have received a call from a concerned resident in Torrington who was called by a young man with an English accent asking if they have received their £500 voucher. He said he was calling from a Home Improvements Company and was checking they had received their voucher! but did not or would not give the full name of the company. He knew the name of the person he had called and the postcode of the area they lived in and said he would be calling others in the area. The resident became suspicious and terminated the call before the conversation went any further. If you receive a call of this nature Do Not Discuss any Personal Details or Information, If you are suspicious terminate the call. Phone scam
affecting Devon Devon and Cornwall Police have received reports relating to a professionally run national scam. This has led to many vulnerable people, who are often elderly, being ruthlessly defrauded out of thousands of pounds. There have been a considerable number of victims nationwide, including many locally in the Devon and Cornwall area. The average age of victim appears to be 70 years old, with losses ranging between £4000 - £100 000+. The offenders call unsuspecting victims pretending to be an official body, such as the police or bank. At present the common theme is for the caller to claim to be a Metropolitan police detective. The offenders then convince the victim that there has been some form of fraudulent activity with their bank account. They sometimes claim to have someone in police custody who was found with the victims bank details, or that their account has, or is being used, to withdraw substantial sums of money. The caller requests bank account details, PIN numbers and other details as a matter of urgency to prevent further substantial losses. The caller often invites the victim to hang up the phone and call their bank or local police to confirm events. What the victim is unaware of is that the caller has maintained an open phone line, so on re-dialling the victim is actually connected to and conversing with the same offenders throughout the whole process. Once having attained all bank details the caller eventually tries to convince the victim to package their bank cards, seal them in an envelope and wait for a courier to arrive and collect. On occasion the caller also convinces the victim to visit their bank and withdraw substantial sums of cash from their accounts and await further instructions; usually involving a courier as described. The offenders sound professional, use decoding electronic devices as part of the process and even have automated messages and background music if on hold; it is a sophisticated and well planned operation which gives the impression of being genuine. Crimestoppers would like to warn the public against scammers impersonating
the charity Crimestoppers has been alerted to a group of scammers who have 'hijacked' the 0800 555 111 number. The scammers are calling people, saying they are "Crimestoppers at the Home Office" and directing them to the website to clarify the number and asking for personal information like bank details. Crimestoppers has never, and will never, make cold calls to members of the public asking for any personal details, if you receive from someone asking for personal information and claiming to be from Crimestoppers, please report it to Action Fraud on 0300 123 2040. Roger Critchell, Director of Operations for Crimestoppers, is currently talking to their phone service provider to attempt to resolve the situation and hope this can be rectified as quickly as possible. "People can still call the 0800 555 111 to pass on anonymous information about crime, but we wanted to make sure people are aware that Crimestoppers will never, ever contact members of the public asking for personal details, Please do not hand offer any personal information from cold callers claiming to be Crimestoppers." |

Defibrillator After the splendid efforts of the in-door rowers in raising funds through sponsorship, and the successful efforts of the Parish Council Chairman in acquiring various local grants, a defibrillator has now been purchased for the parish. At the time of writing, the model that has been purchased is on an extended delivery and in the meanwhile, the supply company has loaned a machine until such times that ours is available. A heated cabinet has now been installed in the old telephone kiosk and until we take delivery of 'our' machine, the loan model is now available therein. A further update will be posted on the Frithelstock web site when the permanent machine arrives. In the (hopefully never) event that someone has need of the defibrillator, a member of the Parish Council should be informed immediately in order that the requisite record of its use can be made and the necessary replacement consumables can be purchased. The operation of the machine in the event that it is needed (someone's heart has stopped) is self explanatory as upon opening the case, spoken instructions on what to do can be heard loud and clear. A pictorial image showing the stages involved in operation of the machine has been posted in the cabinet in the old telephone kiosk but for information, it is also posted here on the Frithelstock website. It should be pointed out that the machine WILL NOT operate in the event that it detects a heartbeat. It is hoped that a training / instruction session on the use of a defibrillator can be arranged in the near future. |

Seatbelts still one of the Fatal Four Despite the fact that it is now over 30 years since wearing seatbelts in the front seats of vehicles was made compulsory (1983), and 23 years since it became law for rear seat passengers to belt up, failing to wear a seatbelt is still one of the primary contributors to sustaining injury in a collision. Of the “Fatal Four” main causes of serious injuries and deaths on the region’s roads, failure to wear a seatbelt is the third most significant. The others are excessive or inappropriate speed, driving under the influence of alcohol or drugs and driver distraction. From 8-14 September the EU-wide road policing network (TISPOL) will be conducting a coordinated seatbelt enforcement initiative, in which Devon and Cornwall Police will be taking part. Devon and Cornwall Police will be gathering data and information which will be shared with TISPOL member police forces with the aim of improving road safety across the continent. Officers will also be carrying out local checks and other initiatives across the region throughout September. Richard Pryce, Roads Policing Unit Inspector, said: “Seatbelts save lives. There is no excuse for not wearing one. Research has demonstrated the unquestioned benefits of wearing a seatbelt if you are involved in a collision. “It is important that not only the driver but every passenger in a vehicle uses a seat belt when and where required.” When you are caught driving or as a passenger without a seatbelt on, you can receive a fixed fine of £100 or possibly be referred to an educative course. If prosecuted in Court, the maximum fine is £5,000. Inspector Pryce continued: “Research shows higher levels of offending amongst young adults who travel as passengers in cars and fail to wear seat belts. Over recent years many peoples’ lives across the region may have been saved or serious injuries prevented if they had been correctly restrained in a vehicle when it was involved in a road traffic collision.” Inspector Pryce’s comments are echoed by TISPOL President Koen Ricour who said: “Using a seatbelt is a quick and simple task; it’s also a highly effective way of reducing the consequences of a collision. That’s why wearing a seatbelt is not a matter of personal choice, but is compulsory for drivers and passengers in every European country. A person claiming to be a police officer, or from your bank, will phone and claim your bank card has been used fraudulently. They may suggest you call your bank to ensure the call is genuine. However, the phone line remains open and the fraudster will take down any banking details you will are asked. You may also be asked to attend your bank to withdraw a sum of money to given to a local taxi firm or to a courier. If you receive a phone call of this nature please end the phone call immediately; wait five minutes to clear the line or use another phone and report the offence to police on 101 as soon as possible. Remember your bank or police will never attend your home to collect your bank card or ask for your PIN number. about policing in Torrington On the 20 January 2014 two additional officers, Acting Sgt Mick Kearney and PC Adam Williams, started working from Torrington and they are dedicated to the Torrington area. They are in addition to the two officers presently stationed at Torrington who are PC Mark Simmons and PC Kerry Wilson. This will mean that Torrington and its rural areas will have 3 PCSOs and 4 PCs allowing a more proactive and a quicker response to be provided 24/7. And there will be another officer joining the team later in the Spring. While all of the officers will be tasked to serve everyone in the community each officer will have responsibility for specific parishes and a further announcement will be made as to who will be assigned to our parish. The four main causes of serious injuries and deaths on the region's roads, known as the 'fatal four, are: ● inappropriate or excessive speed ● driving under the influence of alcohol or drugs ● not wearing a seat belt ● driver distractions such as using a mobile phone If you commit one of these offences you are not only putting your life at risk but also the lives of any passengers you are carrying as well as other road users and pedestrians. In 2012, there were 554 fatal or serious collisions in Devon and Cornwall. More than 60% of these were caused by these four factors. Frithelstock Stone gets its New Bus Shelter On Tuesday 26 March 2013, the bus shelter that Frithelstock Stone has patiently awaited for many decades, was finally installed. Its provision has been made possible by kind donations from Councillor Sam Robinson (Devon County Council) and Councillor Philip Pennington (Torridge District Council), both of whom contributed from their allocation of Locality Funds. The shelter was supplied and erected by GoShelters of Southport, Lancashire. Photo centre: Cllr. the event of snow It is now less likely that we will suffer from snow fall in this parish. Nevertheless, if it does snow and winter conditions return, Devon CC will only be gritting the main roads. For this reason the Frithelstock Parish Council (FPC) has set up a network of volunteers, headed by Greg Ball (T. 623613) to spread grit and salt on minor roads. All volunteers have been trained, and a communication network has been set up. We only have a limited stock of salt/grit. But from a grant, we have acquired a small gritting machine which will help speed up the process. Pot Holes If you wish to report a pothole that needs to be repaired, this is the best website. There is an alternative site which also allows for all sorts of other faults: a damaged bus shelter, bus stop, dangerous structure or wall, faulty bridge, cycleway, drain or ditch, manhole or drain cover, pavement, road marking or cats-eye, road surface, road sign, streetlight, pothole, posting or unauthorised signs, overgrown grass verges, hedges, trees, weeds, and more. If your complaint has not been rectified after a month, then please write and tell us at this website. |

Speedwatch The first 'speed watch' took place today. Traffic was monitored for a period of about 2 hours, and despite large road-side signs informing motorists that a 'Community Speed Watch' was operating, several cars were observed to be exceeding the 30 mph limit. More 'speed watch' checks will be made. |
