The Torrington Police Station is no longer open for enquiries. A new telephone number for non emergencies has been set up covering Devon and Cornwall. It will be rolled out across the country.

Hunt For Driver In Bideford Hit-And-Run - 420 22 July 2018
Police are seeking the driver involved in a hit-and-run collision in Bideford which left a cyclist seriously injured.
  The incident between the cyclist and a silver Peugeot 206 happened on Kingsley Road at the traffic lights outside Morrisons around 11.45pm on Wednesday 18 July.
  The cyclist, a 48-year-old man from the Bideford area, came off his bike and sustained serious chest injuries. He remains in hospital.
  The car failed to stop at the scene and the driver is now being sought by police.

Office Of National Statistics Crime Figures Released For The 12 Months To March 2018
The figures, which were published today, Thursday 19 July 2018, show a rise in recorded crime, which is being seen across the country. Overall reported crime between April 2017 and March 2018 increased by approximately 22 per cent in Devon and Cornwall, which compares to a national rise of 13 per cent.
  Deputy Chief Constable David Lewis said: “The increase in reported crime across Devon and Cornwall mirrors national trends and is in part down to improvements in recording crime and the public having a greater confidence in reporting crime to us.
  “According to the Crime Survey in England and Wales, the perceived risk of becoming a victim of crime remains low, with Devon and Cornwall being the 4th lowest in the country for perceived risk of household crime. It is also important to note that following a survey on victim satisfaction, 77 per cent of priority victims and 86 per cent of domestic abuse victims were satisfied with the services received from the Force and we have worked hard to improve our response in a number of key crime areas such as rape, sexual offences, modern slavery and domestic abuse."

Indecent Exposure On Tarka Trail - Cr-056924-18
Police are appealing for information following an incident of indecent exposure on the Tarka Trail which happened on Wednesday 27 June 2018. A group of co-workers joined the Tarka Trail at East the Water in Bideford at 1pm and started to walk towards Barnstaple.
  The group got as far as the signs on the road for the westerly roundabout and turned around. After they had gone back under the Torridge bridge they passed some marsh land on their left hand side in between the Tarka Trail and the road. They heard rustling but noticed nothing. They carried on a short way when they heard the voice of a man shouting out ‘Ladies’.
  The group turned around and saw a naked man in the marsh land area touching himself. They carried on and turned around again and the man had moved onto the Tarka Trail. The group carried on walking and the man disappeared. The man was described as white, of muscular build, with olive skin and aged between 30-years-old and 40-years-old.

What is phishing?
Devon and Cornwall Police hve issued the following warning about 'phishing'.
  What is phishing? Fraudulently sending emails purporting to be from reputable companies in order to trick individuals into revealing personal information, such as passwords and financial information. Phishing can also be carried out over text messages (smishing) and phone calls (vishing).
  If you receive any email that you feel falls into this category:

Stolen car - Police ask for the public's help
Police are investigating a report of theft of a motor vehicle which happened in Camborne on Friday 16 February 2018. Officers are keen to locate a silver Mercedes C200 estate car with registration plate SO53 UPD. The car is believed to have been abandoned somewhere in our force area, possibly somewhere in the North Cornwall or Devon area. Latest phishing scam

This information has been sent on behalf of Action Fraud (National Fraud Intelligence Bureau)

Fraudsters are sending out a high volume of phishing emails to personal and business email addresses, pretending to come from various email addresses, which have been compromised. The subject line contains the recipient’s name, and the main body of text is as below:

“Hi, [name]!
 I am disturbing you for a very serious reason. Although we are not familiar, but I have significant amount of individual info concerning you. The thing is that, most likely mistakenly, the data of your account has been emailed to me.
 For instance, your address is:
 [real home address]
 I am a law-abiding citizen, so I decided to personal data may have been hacked. I attached the file – [surname].dot that I received, that you could explore what info has become obtainable for scammers. File password is – 2811

Best Wishes,”

The emails include an attachment – a ‘.dot’ file usually titled with the recipient’s name.

This attachment is thought to contain the Banking Trojan Ursniff/Gozi, hidden within an image in the document. The Ursniff Banking Trojan attempts to obtain sensitive data from victims, such as banking credentials and passwords. The data is subsequently used by criminals for monetary gain.

How to protect yourself:
Having up-to-date virus protection is essential; however it will not always prevent your device(s) from becoming infected.

Please consider the following actions:

(1) Don’t click on links or open any attachments you receive in unsolicited emails or SMS messages: Remember that fraudsters can ‘spoof’ an email address to make it look like one used by someone you trust. If you are unsure, check the email header to identify the true source of communication (you can find out how by searching the internet for relevant advice for your email provider).

(2) Do not enable macros in downloads; enabling macros will allow Trojan/malware to be installed onto your device.

(3) Always install software updates as soon as they become available. Whether you are updating the operating system or an application, the update will often include fixes for critical security vulnerabilities.

(4) Create regular backups of your important files to an external hard drive, memory stick or online storage provider. It is important that the device you back up to is not connected to your computer as any malware infection could spread to that as well.
(5) If you think your bank details have been compromised, you should contact your bank immediately.

Devon and Cornwall Police have issued this alert Between 10:00hrs and 10:25hrs on Wednesday 1st March 2017 a white terrier type dog has been seen worrying sheep at a farm in Shebbear. People are reminded that at this time of year sheep are heavily in lamb and attacks by loose dogs will not be tolerated. Police are keen to hear from anyone with information regarding this incident. Devon and Cornwall Police have issued the following warning.
Persons cold call residents by telephone telling the resident that they have been placed in the wrong council tax bracket for a number of years and are entitled to a rebate. The resident is told that in order to receive the rebate they will need to pay an administration fee in advance. The payment they ask for varies between £60-£350. The resident provides the details and makes the payment, but then is no longer able to make contact with the person they spoke to on the phone.
  If you receive a similar call please hang up and do not give your card details. If you have any concerns or information please phone 101. Please inform neighbours of this.

A new scam
A report in the Journal this week, issued by the police, warns residents about people calling at their homes pretending to be computer engineers. Anyone who is or has been approached should call Citizens Advice Consumer Helpline on 03454 04 05 06. Any victim should contact Action Fraud on actionfraud@police.uk  or call 0800 123 2040. If an offence is being committed at the time - call the police.
21 February 2016 Outbreak of thefts from vehicles
The Police would like to advise you that over the last month there has been a small increase in the number of crime reports of thefts from motor vehicles in Bideford, especially in Westward Ho!. The common theme however is that they could have been avoided! How? I hear you ask, well quite simple really - BY LOCKING IT! The vehicles have been left insecure so therefore it has been an open invitation to the casual thief. A reminder to everyone that if you leave vehicles or premises insecure and try to make a claim on insurance don't be surprised if you don't get a positive reception from the insurers as the fact that there was an insecurity will invalidate any claim. This may also lead to a rise in premiums! So it is best practice to lock it before you lose it!
8 September Burglary
A burglary occurred to an isolated unoccupied property in the Frithelstock area sometime between 1200hrs on Saturday 15 August and 0950hrs on Tuesday 8 September 2015. We would like to advise members of the public that if they are going to be absent for any length of time they appoint a friend or neighbour to regularly check the property to ensure it remains secure. Use automatic timer switches for lights in key rooms. Please be vigilant and report any suspicious activity or vehicles in your local area promptly to the Police.

7 September Theft of fuel
Sometime between Saturday 5 September and 1729hrs on Sunday 6 September 2015 whilst parked outside of Higgledy Cottage in Frithelstock Stone someone damaged a fuel cap belonging to a grey Mercedes Benz coupe and then drained fuel from the tank. We ask residents to be vigilant. If you see any suspicious activity please contact the Police immediately. If you have any information contact 101 quoting Crime no. 62518/15.
22 November Police '101' service is out of order
As at 1..30am 22 November, the number used for non-emergency reasons is not working. According to The Herald 'The service provider is having technical issues, they're working hard to resolve it asap. If you need to call police this morning for [a] non-urgent issue, call 01752 721100 from Plymouth and Cornwall, and 01392 420320 from [the] rest of Devon.'
12 November Royal Mail Post Box Damaged
Police are investigating a report of criminal damage in the Buckland Brewer area. Sometime between 0800hrs on Monday 10th November and 0800hrs on Tuesday 11 November 2014 a Royal Mail postal box located in the Hoopers Water, Buckland Brewer area was damaged by what we believe to be an angle grinder.
  No entry was gained to the post box but due to the amount of damage caused the complete box will have to be replaced. Please report any suspicious activity in your local area promptly to the Police. Police are keen to hear from anyone who has any information regarding this damage to please contact the 101 number quoting Crime No. 121485/14.
9 November CALL TO ACTION - TELEPHONE FRAUD
You can help to prevent criminals profit from their activities and prevent the rise in victims suffering by forwarding this email. Criminals are targeting people (including our friends and families) within our communities by telephone. Such scams are becoming increasingly prevalent in the Devon and Cornwall area. Although mostly the elderly or vulnerable anyone can be subjected to this crime type.
  You can do something - please visit the Operation Fardel Community Information page which contains advice, guidance, video clips and downloadable literature to ensure you and all those you know can spot and avoid this type of fraud.
  Operation Fardel is the Devon and Cornwall Police response to this crime type. If you have received a call from a fraudster that has attempted to deceive you or has indeed succeeded in deceiving you please let us know by phoning 101 or contact Crimestoppers on 0800 555 111.
  To coin a phrase - 'every little helps' - and we need your help to successfully stop this happening to others, identify the offenders and bring them to justice.
15 October More telephone scams - do read
Police have received calls from concerned residents in the North and West Policing District receiving telephone calls from persons purporting to be ringing from Banks/Buiding Societies and customer services on behalf of Devon and Cornwall Police regarding fraudulent transactions on their accounts or that a family member is in custody regarding the fraud and want them to pass their banking details as they need cash upfront to investigate.
  They state they will send a courier/taxi to collect monies or run you to the bank for you to withdraw the cash.
  Please be advised that Devon & Cornwall Police/Banks or any other establishment where you hold your money do not make cold calls of any kind requesting personal or banking information this is a Scam used as a cover to make you feel it is a genuine call.
  Residents are advised not to give personal or banking details to persons cold calling. Tell the caller you will confirm what they are saying with the Police and put the phone down.
  When you next pick up the telephone receiver, please make sure that you have a dialling tone prior to using the telephone.
  Fraudsters have been known to hold the line open at their end as part of the scam so that when the unsuspecting victim calls the bank/police to confirm, they are in fact still talking to the offenders.
  Please Call Devon and Cornwall Police on the 101 no: quoting Operation Fardel to report any incidents of this nature.
  Recipients of Community Messaging are asked to make your more elderly and vulnerable neighbours aware of this message.
29 September Five tips for personal safety
The Police have received a report of cold calling in the Frithelstock Stone area and would like to offer the following advice to residents to help keep you safe

1. If you are not sure who is at your door - don't open it.
2. Always properly check the identity of all callers if they are not known to you before opening your door.
3. Beware of common tricks such as being asked to make a telephone call, wanting to retrieve a lost ball
   (even if it is a child) or being asked to check your water, gas or electric.
4. Always keep doors and windows securely closed and locked.
5. Be suspicious of anyone you do not know. If someone is looking for work or offering services, don't rush
   to agree or sign any documents. It is a good idea to seek a second opinion before agreeing to any work.

Residents are asked, who have neighbours not linked to the Internet, to advise them of this notice.
26 September Criminal damage to oil tank - keep an eye on your tank!
A report has been recorded of criminal damage to an oil storage tank in the High Bickington, Umberleigh area. The damage was done sometime between Tuesday 9 September and Tuesday 16 September 2014: an oil tank was split and the gauge damaged. Would residents with this type of heating please check their tanks on a regular basis regarding damage or theft of fuel. Review your security, consider fitting security devices such as alarmed padlocks to your tanks. Report any suspicious activity or vehicles you may see in your local area promptly to the Police. 11 June 2014 Beware - bogus telephone caller posing as a member of the police
Police have received a report from a concerned resident in Torrington who has answered the telephone and spoke to callers stating they are from the police. One caller suggested he was from Exeter and when challenged he became abusive and hung up. The second gave his name as Bob Jenkins also claiming to be from the police, again when challenged he hung up. Residents are asked to be aware of these calls and exercise caution when answering the phone from persons stating they are from the police. Ask the caller for their name and shoulder number and contact number and tell them you will call the police to check their identity. Never give your name or any personal details.
  Please also be aware Devon and Cornwall Police never call residents asking for money. Please alert your neighbours, and anyone not on the Internet, to this message.

18 February Good news about policing in Torrington
On the 20 January 2014 two additional officers, Acting Sgt Mick Kearney and PC Adam Williams, started working from Torrington and they are dedicated to the Torrington area. They are in addition to the two officers presently stationed at Torrington who are PC Mark Simmons and PC Kerry Wilson.
This will mean that Torrington and its rural areas will have 3 PCSOs and 4 PCs allowing a more proactive and a quicker response to be provided 24/7. And there will be another officer joining the team later in the Spring.
While all of the officers will be tasked to serve everyone in the community each officer will have responsibility for specific parishes and a further announcement will be made as to who will be assigned to our parish. Read the formal press release
